since you don't have chatbox, i'll just answer your question here. there are many reasons why a blog didn't get metered campaign.
1. the blog doesn't get enough unique traffic. there are many blogs out there that receives (less than 1000 unique visitors per day)
2. publisher do not interested to show their ads on the blog due to theme conflict or language
3. not a glitterati membership
4. blogs that were chosen are random based.
